This phrase refers to two things; one how Jem, Scout and Dill peered in to Boo Radley's home constantly and two; how in the time when To Kill A Mockingbird was set, privacy was quite a hard thing to have, as people in Maycomb, where the story unfolds, are very nosy and alot of the women have nothing better to do then to gossip about everyone else.
